From soft power to reputational security: rethinking public diplomacy and cultural diplomacy for a dangerous age

This paper identifies four rhetorical strategies used during the COVID 19 pandemic by communicators associated with nation states to either enhance their own security through protecting or improving reputation diminish that of a competitor rival. These are: praising self; criticizing other; engaging others gifts and strategy multilateral cooperation. The examples cited come chiefly from March April 2020 revealing how early key communication solidified. piece notes preliminary evidence reputational impact slippage in standing USA major drop China visible Nation Brands Index other polls. It concludes an endorsement cooperation/collaboration as optimal use not only against but face transnational challenges too.
